The Team

The Government Solutions Team is responsible for building and executing government health care strategies partners with health plans and other strategic stakeholders—such as community-based organizations, retail networks, and providers—to design, implement, and optimize Medicare and Medicaid initiatives. We support key performance imperatives including Star Ratings, CAHPS, risk adjustment, HEDIS, member retention, supplemental benefits, rewards and incentive programs, and overall member experience through collaborative, data-driven strategies.

The Opportunity

The Program Manager will oversee new client implementations, manage complex project lifecycles, prepare executive-level communications, and coordinate stakeholder follow-up. This role demands rigorous attention to detail, advanced knowledge of Medicare Advantage, and the ability to execute strategic initiatives across our government business line—including supplemental benefits and rewards & incentive programs.

This person will report directly to our Head of Government Programs and will be responsible for:

  • Client Implementation Management
    • Develop and maintain comprehensive implementation plans (including schedules, resource allocations, and risk mitigations)
    • Coordinate cross-functional teams to ensure successful go-lives and adherence to regulatory standards

  • Project Oversight
    • Lead multi-phase project execution, monitoring progress against scope, timeline, and budget
    • Identify, escalate, and resolve project issues in a timely manner

  • Supplemental Benefits & Incentives Implementation
    • Design, implement, and monitor supplemental benefits and rewards & incentive programs in collaboration with health plans and partners
    • Track performance metrics and drive adjustments to maximize member engagement and Star/CMS outcomes

  • Executive Communications
    • Prepare and refine executive read-out decks, summarizing program status, key metrics, risks, and recommended actions
    • Translate complex data into concise, strategic insights for C-suite and government stakeholders

  • Meeting Documentation & Action Tracking
    • Record precise meeting minutes, document decisions, and assign accountability for next steps
    • Ensure timely follow-up and closure of action items

  • Strategic Solution Delivery
    • Collaborate with Operations, Compliance, IT, Finance, and other disciplines to implement strategic initiatives
    • Support business development efforts, including responses to RFPs/RFIs and contract negotiations

Qualifications and Experience

  • Bachelor’s degree in Business Administration, Healthcare Management, or related field or a minimum of 5 years’ experience managing Medicare Advantage, Medicaid, or Supplemental benefit implementations
  • Proven expertise in project management, managing complex projects, coordinating deliverables and outcomes among numerous stakeholders
  • Exceptional written and verbal communication skills, with experience presenting and driving decisions to a large group of stakeholders
  • Demonstrated ability to lead cross-functional teams in a highly regulated environment
  • Proficient in data analysis and summarizing insights with speed to action

Preferred Qualifications

  • Prior Medicaid program experience
  • Familiarity with CMS regulations and trends in Medicare Advantage
